Procurement Engineer

Locations: Riyadh | Jeddah | Dammam, Saudi Arabia

Salary: SAR 10,000 – 12,000 Total Package per Month

We are currently recruiting Procurement Engineers on behalf of a leading construction organisation in Saudi Arabia.

We are seeking experienced procurement professionals with a strong contractor-side background supporting major building, housing, infrastructure and utilities projects across the Kingdom.

This opportunity is suited to hands-on Procurement Engineers who have managed the full procurement lifecycle and have extensive experience working closely with engineering and project delivery teams.

Key Responsibilities:

  • Manage the full procurement lifecycle from Material Requisitions (MRs) through to Purchase Order (PO) issuance and final material delivery.
  • Review BOQs, drawings, technical specifications and material submittals to determine procurement requirements.
  • Prepare and issue RFQs and procurement enquiries to approved suppliers and subcontractors.
  • Conduct Technical Bid Evaluations (TBE) and Commercial Bid Evaluations (CBE).
  • Source, evaluate and negotiate with suppliers to achieve the best commercial and delivery outcomes.
  • Coordinate closely with Engineering, Quantity Surveying, Project Management and Site Operations teams.
  • Monitor procurement schedules, supplier performance and material delivery to support project programmes.
  • Prepare procurement logs, procurement reports and purchasing documentation.
  • Develop and maintain strong relationships with suppliers and subcontractors across the Saudi market.
  • Ensure procurement activities comply with company procedures, project specifications and commercial requirements.

Requirements

  • Bachelor’s Degree in Civil Engineering or Mechanical Engineering.
  • Minimum 8 years’ Procurement Engineering experience within Saudi Arabia.
  • Proven experience working for a construction contractor, infrastructure contractor, building contractor, MEP contractor or construction-focused EPC contractor.
  • Strong procurement experience supporting building, housing, infrastructure, utilities or mixed-use developments.

    Proven experience managing the complete procurement process including:
  • Material Requisitions (MRs)
  • RFQs
  • Supplier sourcing
  • Technical & Commercial Bid Evaluations (TBE/CBE)
  • Supplier negotiations
  • Purchase Orders (POs)
  • Expediting and delivery coordination
  • Strong ability to interpret BOQs, engineering drawings, technical specifications and material submittals.
  • Strong understanding of the Saudi supplier and subcontractor market.
  • Excellent communication, negotiation and stakeholder management skills.

  • Mega Projects

Please Note

This opportunity is focused on construction project procurement.

Candidates whose experience is predominantly within Oil & Gas, Petrochemical, Refinery, Pipeline or Process EPC procurement environments are unlikely to be suitable for this position.
